Annual Financial Report

The Annual Financial Report (AFR) is a summary of financial activities for the school year just completed that is reported to the State Superintendent of Education by each public school district or agency, and by certain types of individual schools. The Annual Financial Report (AFR) is the instrument for the collection of fiscal data from the local school districts in electronic form. The submission of this document by all local school districts to the Louisiana Department of Education is mandatory. Louisiana Revised Statutes 17:25(A)(2) and 17:92 mandate that local school systems provide this information to the Louisiana Department of Education no later than September 30 of each year.

AFR User's Guide

The AFR System User's Guide identifies or provides data requirements, record formats, schedule, and instructions for creating and submitting the AFR data. Appendix C of the guide provides instructions for the AFR Filebuilder, a tool provided for AFR reporting by charter, lab, and Recovery School District (RSD) schools. This tool is also available to any district lacking the capability for extracting financial data into the AFR formats. Notes: 1) All submitted AFR reports must be in the appropriate text-file format; and uploaded directly to the Web-based AFR System via the LEADS Portal (https://leads.doe.louisiana.gov/ptl/). 2) A district or school may elect to create and update its AFR files entirely on-line - - - however, once the file upload or on-line option is selected, the district/school must remain with that same operational mode for the entire data collection cycle.
