Accountability Policy and Research
Introduction
The Accountability Policy and Research Section: a) conducts research to inform appropriate and effective accountability policy recommendations to the Louisiana Accountability Advisory Commission and the Board of Elementary and Secondary Education for the Louisiana School, District, and State Accountability System; b) writes/revises policy for submission for Notice of Intent to the Louisiana Register and monitors the progress as it becomes applicable rule; c) develops, updates, and delivers training on accountability policy to state, district, and school personnel, and; d) reviews and validates all data elements that contribute to the calculation of School Performance Scores and verifies their appropriate inclusion in the annual accountability decisions.

Bulletin 111: Louisiana School, District, and State Accountability System
Federal regulations, state legislation, and the evolution of educational practices all influence changes in Bulletin 111: The Louisiana School, District, and State Accountability System. As the Board of Elementary and Secondary Education approves revisions to this policy, the changes are summarized in the Superintendent’s Update. A full text version of the revisions appear in The Louisiana Register for public review and comment prior to their final adoption by BESE.

School Accountability Results
The Accountability Policy and Research Section is responsible for analyzing and reporting all School Accountability Results. The following reports are produced annually for every public school (K-12) in Louisiana:
- School Report Card for Parents
- School Report Card for Principals
- Subgroup Component Reports

Appeals/Waivers and Data Certification
An Appeal is a process established by BESE for School Districts to request recalculations of School Performance Scores. It is designed to address unforeseen factors that impact the calculation of scores. A Waiver is a request for the LDE to withhold accountability decisions concerning a school (such as school improvement placement) for a specific period of time. It is used only when there is no means to accurately establish a school’s School Performance Score. Appeals and Waivers are only granted when the Districts provide sufficient evidence to support their requests.
Appeals and Waivers must be filed within 30 calendar days following the fall release of School Performance Scores. They must be submitted on a specific form with sufficient explanation and supporting data. The following link provides the most recent documents. Updated versions for a specific year are not available until shortly before fall SPS release.

Data Validation
Data Validation is a procedure established by BESE in Bulletin 111. Staff reviews annual school performance data. The discovery of scores that are beyond what can be expected under normal conditions can trigger a Data Audit. Audits also occur by random selection and by reports of problems with data integrity.

School Performance Score Calculators
There are several tools available to assist schools in interpreting data for planning purposes. They require expertise in locating the appropriate data sources. District Accountability personnel receive training in the use of these calculators and distribute them to school staff. There is no frequently offered instruction module for school level employees, although LDE staff will deliver training if a substantial number of individuals are gathered at one location.
