The Every Student Succeeds Act (ESSA) was signed by President Obama on December 10, 2015. This bipartisan measure re-authorizes the Elementary and Secondary Education Act (ESEA), the nation's national education law.
ESSA builds on key areas of progress in recent years, made possible by the efforts of educators, communities, parents and students across the country.
FY24 Title IV Flexibility Waiver
LDOE is requesting a waiver on behalf of the State educational agency (SEA) and its subgrantees (i.e., local educational agencies (LEAs, pursuant to section 8401(b) of the Elementary and Secondary Education Act of 1965 (ESEA), of one or more of the requirements of Title IV, Part A of the ESEA. This waiver, in alignment with the vision of the current administration, provides states more flexibility regarding supporting school systems in implementing effective and efficient federal programs.

Federal program directors, business managers, financial officials and relevant personnel of public school systems should review this waiver request and submit all questions or comments by Thursday, July 31, 2025.

ESSA Consolidated State Plan Addendum
Louisiana has opted to amend its State Plan to adjust the process by which Direct Student Services (DSS) funds are allocated. The change involves moving the 3% DSS reserve funds into the Title I,Part A formula flow-through for allocation to Local Education Agencies. Relevant personnel should review the ESSA Amendment for DSS funding, and submit questions or comments to Bernell Cook, Executive Director of Federal Support and Grantee Relations via email at [email protected] and place “ESSA Addendum” in the subject line by April 26.
