The Every Student Succeeds Act (ESSA) was signed by President Obama on December 10, 2015. This bipartisan measure re-authorizes the Elementary and Secondary Education Act (ESEA), the nation's national education law.

FY23 ESEA Waiver

Due to Louisiana’s LEAs adjusting to federal program implementation protocols without Covid relief funding, an additional year is needed to obligate their FY23 ESEA funding in sustaining the effective strategies that were once funded with ESSER funding. Therefore, the Agency is requesting the U. S. Department of Education approve its tydings waiver to receive the opportunity to access additional flexibilities for certain funds received under the Elementary and Secondary Education Act of 1965 (ESEA).

LDOE is requesting the waiver, pursuant section 8401 of the Elementary and Secondary Education Act of 1965 (ESEA). View the FY23 ESEA Fiscal Flexibility Waiver Request.

Federal program directors, business managers, financial officials and relevant personnel of public school systems should review this waiver request and submit all questions or comments by Tuesday, April 14, 2025.

ESSA Consolidated State Plan Addendum

Louisiana has opted to amend its State Plan to adjust the process by which Direct Student Services (DSS) funds are allocated.  The change involves moving the 3% DSS reserve funds into the Title I,Part A formula flow-through for allocation to Local Education Agencies. Relevant personnel should review the ESSA Amendment for DSS funding, and submit questions or comments to Bernell Cook, Executive Director of Federal Support and Grantee Relations via email  at ldoe.grantshelpdesk@la.gov and place “ESSA Addendum” in the subject line by April 26.
