The Every Student Succeeds Act (ESSA) was signed by President Obama on December 10, 2015. This bipartisan measure re-authorizes the Elementary and Secondary Education Act (ESEA), the nation's national education law.

Louisiana Elementary and Secondary Education Act Fiscal Flexibility Waiver Request

Instructional loss presented unique learning challenges for Louisiana’s students thereby increasing the need to provide continued evidenced based instructional strategies to support learning loss and to provide educators with targeted professional development. LDOE requested the U. S. Department of Education approve its tydings waiver to receive the opportunity to access additional flexibilities for certain funds received under the Elementary and Secondary Education Act of 1965 (ESEA). This waiver will provide continued support to the statewide instructional focus areas that includes literacy, stem, and college and career activities. The state has already witnessed positive gains regarding student learning loss recovery efforts.

In recent communication received from the U. S. Department of education, the requested ESEA Waiver has been approved. This waiver includes flexibility for: carryover limitations on FY 2023 Title I Part A funds, period of availability of FY 2022 funds for Title I Part A, B, C, and D; Title II Part A, Title III Part A, Title IV Part A and B; and Title V Part B Subpart 2.  For additional information regarding the recently approved waiver, please review the FY22 ESEA Waiver.

ESSA Consolidated State Plan Addendum

Louisiana has opted to amend its State Plan to adjust the process by which Direct Student Services (DSS) funds are allocated.  The change involves moving the 3% DSS reserve funds into the Title I,Part A formula flow-through for allocation to Local Education Agencies. Relevant personnel should review the ESSA Amendment for DSS funding, and submit questions or comments to Bernell Cook, Executive Director of Federal Support and Grantee Relations via email  at ldoe.grantshelpdesk@la.gov and place “ESSA Addendum” in the subject line by April 26.
